Rogers, Arkansas is located in the Northwest part of the state among industry giants such as Wal-Mart, JB Hunt and Tyson Foods as well as the University of Arkansas, the state’s flagship university. With the explosive growth occurring in the City, it needed to build an overpass that would allow the development of a retail center and included a Walmart Supercenter. However, the City had no available revenue stream to finance this need.
Crews provided the City an opportunity to use a pledge of property taxes towards the financing of the overpass project. Crews worked with the City to underwrite Limited Tax General Obligation Bonds and structured the bonds to allow for early prepayment. When the bonds were retired, the City was able to roll back part of the millage pledged towards the debt.
